In recent years, elected governments have replaced old-style dictatorships, yet poverty and inequality remain widespread, undermining citizens' belief not only in neoliberal economics but also in the democratic process.
Meanwhile, support has grown for the 'Bolivarian revolution' advocated by Venezuela's President Hugo Chávez, a close ally of Fidel Castro and an equally strong critic of US policy. Governance in Latin America has entered a critical period.
